Position Description:

Our client is seeking an experienced Development Manager to join its new Carolinas office in Charlotte to focus on existing and future projects in the Southeast.  It currently has two new ground-up developments, Class A projects in highly sought-after, transit-oriented submarkets totaling 650 multifamily units and 30,000 SF of retail, with intentions to rapidly grow the project pipeline further across the Carolinas.  This position assists with oversight of the development process from design, entitlement, and construction through occupancy.

Responsibilities:  The Development Manager will report to the local Principal and assume responsibility to manage, implement, and complete development activities within the Carolinas Region.  This position represents our client in all respects of the development process from design, entitlement, construction, and occupancy.  External contacts, including customers, brokers, landowners, consultants, contractors, governmental officials, and staff view the Development Manager as a direct extension of our client.

Pre-Construction

  • Interface with brokers, marketing, contractors, consultants, city/county officials, and other governmental entities and economic development personnel
  • Manage Design Team (Planner, Civil, Environmental, Geotech, Architect, Structural, Landscape, General Contractor, Pre-Construction Manager)
  • Contract with consultants
  • Conduct design review meetings with all design consultants
  • Refine schedule and organize fast track method with city and design team
  • Analyze and recommend value engineering opportunities
  • Finalize site and building design and send out for pricing/sub-bids
  • Refine development budgets, schedules, and market assumptions for the financial model
  • Review and approve monthly invoices from consultants and vendors
  • Manage public strategy
  • Understand and manage entitlement process and/or rezoning if required
  • Investigate plat requirements and timing
  • Obtain tax abatements and other available incentives
  • Obtain grading, foundation, and building permits as required by city
  • Negotiate easements and other off-site issues
  • Manage development schedule
  • Work to produce marketing material and get signage fabricated and installed

Financing

  • Assist legal to complete loan checklist
  • Work with Operations Manager to create bank budget and cash flow assumptions
  • Supervise the assembly of development due diligence information for appraiser and lender
  • Re-certify surveys, geotech, environmental, etc. to bank as required
  • Develop relationship with bank inspector
  • Track and complete post-closing issues as required
  • Assist accounting to complete monthly bank draws as necessary

Construction

  • Work with city to expedite permitting and maintain city relationship through construction process
  • Finalize pricing/bids into schedule of values as basis for contract amount
  • Review and finalize construction contract
  • Attend weekly job meetings and monitor job progress
  • Manage construction draw and requisition process, development of monthly project budgets/reports, and consultant cost tracking
  • Facilitate owner decisions in a timely manner
  • Negotiate utility connections, relocations, and costs
  • Review and approve sub-contractor buy-out recommendations
  • Update the Development Cost Summary on a monthly basis
  • Work with bank inspector to quickly process pay-applications
  • Work with property management and general contractor to expedite the punch-list process
  • Conduct post-construction lesson learned discussion
  • Review monthly cost reports

Required Skills/Abilities/Experience

  • Effective written and verbal communicator who can operate within a wide spectrum of internal executives, municipal authorities, community groups, industry professionals, and brokers
  • Solid grasp of financial analysis techniques as they apply to development projects
  • General knowledge of construction materials and building systems for mid-rise multifamily wrap and podium style development
  • Ability to troubleshoot design and construction issues that arise during the course of construction document production as well as on-site field work
  • Outstanding interpersonal skills and the ability to work in a fast moving, demanding, and dynamic organization
  • Ability to build and maintain relationships with a variety of professionals
  • Must have the aptitude to efficiently and effectively act as a liaison between the key team members (Development & Construction)
  • Must act in a professional manner inside of the work environment as well as outside
  • Intuitive, creative, market-savvy with demonstrated capacity to recognize market trends
  • Collaborative, team-oriented work style, which seeks the benefit of the company, and utilizes the best human resources available
  • Willingness to travel as needed
  • Bachelor’s degree required, preferably with a concentration in architecture or construction management
  • Masters degree preferred in Real Estate Development, Architecture, Engineering, or related field
